22 October 2024 (Leyte) – The National Amnesty Commission (NAC), led by Commissioner Jamar M. Kulayan, along with Atty. Rizal Thaddeus Acas, Acting Director of the Legal and Amnesty Operations Office, and Atty. Ma. Victoria V. Cardona, spearheaded the orientation on the government’s amnesty program with the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP).
Despite an adverse weather advisory on flooding caused by Low-Pressure Area (LPA) Kristine in Eastern Visayas, 25 Chiefs of Police and Intelligence Officers from the Samar Provincial Police Office attended. The PNP was represented by Police Lieutenant Colonel Michael Dotingco, Deputy Provincial Director. The 8th Infantry Division was represented by Brigadier General Perfecto Penaredondo, Acting Commander; Brigadier General Efren Morados, 803rd Brigade Commander; and Colonel Carmelito Pangatungan, 801st Division Reconnaissance Battalion Commander.
The NAC led an interactive discussion covering the program overview, Implementing Rules and Regulations, Rules of Procedure, and application process flow. Participants were encouraged to share their stories, raise issues, and voice concerns that could impact the program’s effective implementation. They also received policy guidance on matters requiring clarification.
