23 July, 2025 (Patag, Cagayan de Oro) β The 4th Infantry (Diamond) Division PA headed by Division Commander MGEN Michele B. Anayron Jr. graciously hosts the Ceremonial Awarding of Safe Conduct Pass for eighteen (18) Amnesty Applicants filed before the Local Amnesty Board of Cagayan de Oro (LAB CDO) of the National Amnesty Commission (NAC).
The issuances came following the signing of Memorandum Order No. 36 by President Ferdinand R. Marcos Jr., authorizing the NAC to issue Safe Conduct Passes (SCPs) in favor of amnesty applicants covered by Proclamations 403, 404, 405 and 406 last April 8, 2025.
The eighteen (18) applicants issued with SCPs were referred by the 403rd Infantry Brigade and the 58th Infantry Battalion of the 4ID. One applicant was referred by the Philippine National Police (PNP) Regional Office 10.
In his message, NAC Commissioner Jamar M. Kulayan states that β…ang mga indibidwal na ito, na minsan ay tinawag nating mga kaaway ay tinatanggap natin ngayon bilang mga kaibigan at mga kapatid na umuwi sa ating ina. And ating Inang Bayan, sa kanyang awa at pagmamahal sa kanyaβng mga anak ay nagbibigay sa kanila ng pangalawaβng pagpapaupa sa buhay sa pamamagitan ng pagsisikap ng NAC.β
Presenting the SCPs with Comm. Kulayan are 4ID Commander MGEN Michele B. Anayron Jr., LAB CDO Chairperson Regional Prosecutor Merlynn Barola-Uy, PCOL Aaron Mandia representing PBGEN Rolindo Sunguilon of the PNP PRO 10 and COL. Warren C. Munda AFP designated member to LAB CDO.
The issuance of SCPs manifests the governmentβs sincere efforts for unity and reconciliation and is a valid testament of the trust given to those who courageously take bold steps towards a life of meaning, normalcy and peace.
