15 December 2025 (Matuguinao, Samar) β The Local Amnesty Board (LAB) of Catbalogan, Samar issued 11 Safe Conduct Passes (SCPs) to βfriends rescuedβ (FRs) who have filed their amnesty applications. The distribution ceremony was held at the Matuguinao Municipal Hall.
A Safe Conduct Pass is a vital document issued by the National Amnesty Commission (NAC) to applicants who are not in detention. It guarantees their safe passage while their applications are pending review by the President, ensuring protection unless the Commission revokes the pass.
The LAB Secretariat was joined by 2nd Lieutenant Ricky Isiderio, Commanding Officer of Alpha Company, 19th Infantry Battalion, and PEMS Alberto Vencio of the Matuguinao Police Station. In his welcome remarks, 2Lt. Isiderio commended the beneficiaries for their decision to return to the fold of the law. Following his message, the LAB Secretariat conducted a thorough briefing on the SCP guidelines before the formal distribution of the passes.
During the event, one of the beneficiaries shared a moving testimonial, seeking the governmentβs forgiveness for her past actions. She expressed deep regret over her previous role as a barangay official, during which she had recruited others into the movement.
PEMS Vencio reminded the FRs to remain responsible members of the community. He emphasized that the SCP covers only past offenses related to the insurgency and does not grant immunity for any new crimes committed after its issuance.
The LAB Secretariat concluded the event by expressing sincere appreciation to Hon. Aran D. Boller, Mayor of Matuguinao, for hosting the activity and for his continued support of the governmentβs amnesty program.
