01 August 2025 β In a continued effort to foster peace and reintegration, the National Amnesty Commission (NAC) issued additional Safe Conduct Passes (SCPs) to qualified amnesty applicants, bringing the total number of issued Safe conduct passes to 263.
The NAC held the 6th Ceremonial SCP Issuance Activity in Koronadal City on 31 July 2025 where a total of 30 SCPs were issued, who are mostly former members of the CPP-NPA-NDF. Meanwhile, a similar activity was held on 04 August 2025 where SCPs were distributed to former members of CPP-NPA-NDF in Aklan.
The NAC reminds peace partners and amnesty applicants alike that the SCP is not an amnesty grant. It is merely a document to be used by the applicants to facilitate their movement as they navigate to completing documentary requirements for their applications. The issuance of SCPs enables applicants to appear before relevant stakeholdersβincluding the Local Amnesty Boards (LABs)βwithout fear of arrest or reprisal.
The SCP, however, will ensure the protection of applicants from arrest and prosecution and may use the same as basis for filing the appropriate motions to suspend criminal proceedings for offenses covered by the amnesty proclamations.
Majority of the SCP recipients are friends rescued or former combatants of the CPP-NPA-NDF. Also, among those issued safe conduct passes are MILF members serving as Parliament Members and some mayors of the newly created municipalities in the Special Geographic Area of the Bangsamoro Autonomos Region in Muslim Mindanao (BARMM).
The authority granted to NAC also extends to the LABs that are authorized to issue provisional safe conduct passes to former rebels and combatants seeking to avail of the governmentβs amnesty program. NAC therefore hopes that more former combatants decide to apply and take advantage of the governmentβs amnesty program.
The NAC reminds all eligible individuals that the deadline for the submission of amnesty applications is fast approachingβ04 March 2026 for MILF, MNLF, and RPM-P/RPA/ABB and 13 March 2026 for former members of the CPP-NPA-NDF. Let us work together in the spirit of reconciliation and peace.
