11 June 2025 (Cotabato City) โ The National Amnesty Commission (NAC) held the ceremonial issuance of the Safe Conduct Pass (SCP) for qualified amnesty applicants in Cotabato City last 11 June, marking a significant step in the national governmentโs continuing peace and reintegration efforts.
The event brought together officials and representatives from key government agencies, including the Armed Forces of the Philippines (AFP), the Philippine National Police (PNP), the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), and the Local Amnesty Board (LAB) of Cotabato.
Atty. Jamar M. Kulayan, Commissioner-in-Charge for Mindanao, formally opened the ceremony with welcoming remarks, emphasizing the importance of the SCP as a critical component of the amnesty process and a symbol of the governmentโs support for returning individuals.
This was followed by a message from NAC Chairperson Atty. Leah C. Tanodra-Armamento, who highlighted the significance of the SCP as a step forward in the broader goal of achieving lasting national peace. She stressed that the SCP is the governmentโs gesture of hope and reconciliation, reaching out to those who have chosen the path of peace and a better life with their families, free from the cycle of armed conflict.
Interim BARMM Chief Minister and MILF-BIAF Chief of Staff Abdulraof A. Macacua also delivered a message of support, affirming that peacebuilding is a shared responsibility and a collective effort toward a just and inclusive nation.
Atty. Mohammad Jamalul J. Giducos, Director of the NAC Legal and Amnesty Operations Office, provided a brief introduction to the Safe Conduct Pass and its role in theamnesty process.
The ceremonial issuance was led by the NAC Chairperson and Commissioners and featured a message from amnesty applicant Hon. Ali Bangcola Solaiman.
The event concluded with closing remarks from Commissioner-in-Charge for Luzon, Atty. Ser-me L. Ayuyao, who reaffirmed the NAC and the governmentโs commitment to supporting those who choose to leave the life of armed conflict and reintegrate into peaceful, productive lives in mainstream society.
