08 May 2025 (Davao City) โ€“ The National Amnesty Commission (NAC), together with the Local Amnesty Board (LAB) Davao, participated in a consultative meeting with the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) held at the Mindanao Development Authority (MinDA).

The meeting aimed to align efforts and outline next steps in the implementation of the Amnesty Program in the context of NAC and OPAPRU’s role in the Enhanced Comprehensive Local Integration Program (ECLIP) and Amnesty Program (EAP) Cluster of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC). It was presided over by Atty. Elisa D. Evangelista-Lapiรฑa, Director IV of OPAPRU’s Local Conflict Transformation-Field Implementation Support Unit (LCT-FISU) Mindanao. Also present were NAC Commissioners Atty. Jamar M. Kulayan and Atty. Ser-Me L. Ayuyao, LAB Davao and Department of Justice representative Atty. Joseph M. Apao, Regional Adviser on Peace and Security Major General Edgardo Y. De Leon (Ret.), Representatives from the Federation of Former Rebels, OPAPRU National personnel and the LAB Davao Secretariat. Secretary Leo Tereso A. Magno, MinDA Chairperson and Cabinet Officer for Regional Development and Security for Region IX, gave the opening remarks.

Key updates included the review of the Amnesty Program framework, Implementing Rules and Regulations (IRR), the Rules of Procedure, guidelines on Safe Conduct Passes (SCP), and process flows for the LAB Board and Secretariat. The LAB Davao team also shared the current status of applications, targets and upcoming schedules.

The session concluded with a discussion on implementation gaps, clearer coordination roles, and policy recommendations to enhance and expedite the processing of amnesty applications for former rebels of the Communist Party of the Philippines-New Peopleโ€™s Army-National Democratic Front.
