24 July, 2025 (Legazpi City, Albay) β The National Amnesty Commission (NAC), through its Local Amnesty Board (LAB) Albay in the Bicol Region, successfully conducted a Stakeholdersβ Forum, Oath-Taking Ceremony for LAB Members, and the Issuance of Safe Conduct Passes to ten (10) amnesty applicants on July 24, 2025, at the Police Regional Office 5 (PRO5) Conference Room, Camp Simeon A. Ola, Legazpi City.
The Oath-Taking Ceremony of the newly designated LAB members was formally administered by NAC Chairperson Atty. Leah Tanodra-Armamento. Also in attendance was Commissioner-in-Charge for Luzon, Atty. Ser-me L. Ayuyao, who provided an overview of the national amnesty program and joined the Chairperson in the issuance of the Safe Conduct Passes.
Atty. Angel D. Sosa of the Legal Amnesty Operations Office discussed the purpose and legal basis of the Safe Conduct Passes prior to their distribution. These passes are crucial in ensuring the safety and legal protection of applicants while their amnesty applications are being processed.
This initiative forms part of the Commissionβs broader efforts to strengthen collaboration with government agencies engaged in peacebuilding, reconciliation, and reintegration in the Bicol Region.
Distinguished guests included MGen Aldwine I. Almase, Commander of the 9th Infantry “Spear” Division, Philippine Army; PBGen Nestor C. Babagay Jr., Acting Regional Director of PRO5; Regional Directors of various government agencies; and representatives from local stakeholders. The event was also graced by Hon. Noel E. Rosal, newly elected Governor of Albay.
Both MGen Almase and PBGen Babagay expressed their full support for the issuance of Safe Conduct Passes, recognizing their role in maintaining peace and order. Governor Rosal delivered an inspirational message, highlighting the importance of unity and collective responsibility in promoting lasting peace in the region.
The activity underscored the vital role of inter-agency collaboration in building inclusive peace processes, especially in reintegrating former rebels and conflict-affected individuals into mainstream society.
