04 March 2025 (Camp 1LT Vicente Alagar, Cagayan de Oro City) – The Local Amnesty Board of Cagayan de Oro (LAB CDO) conducted its 5th Case Conference on amnesty applications received from Former Rebels (FRโ€™s) of the CPP NPA NDF at the Philippine National Police (PNP) PRO 10 Headquarters in Camp 1LT. Vicente Alagar in Cagayan de Oro on March 4, 2025.

In the period covered from November 2024 to March 2025, LAB CDO has already undertaken the deliberations for sixty-five (65) applications and endorsed forty-one (41) LAB Resolutions to the NAC Central. Twenty-four (24) are still subject for the issuance of Resolutions pending additional verification requirements. The total number of applications subjected to case conference accounts for 51% of the total amnesty applications received by the LAB.

All of these applications were referred to LAB CDO by the Armed Forces of the Philippines (AFP) from the operating units of the 4th Infantry โ€œDiamondโ€ Division in Bukidnon (403rd Brigade PA) and Misamis Oriental (402nd BDE PA); the 1st Infantry โ€œTabakโ€ Division in Marawi, Lanao del Sur (103rd BDE PA); and the PNP Misamis Oriental PPO.

Endorsed LAB Resolutions will undergo further review by the NACโ€™s Executive Committee, before these will be forwarded to the NAC En Banc for the issuance of a final resolution which will be submitted to the Office of the President. It is only the President of the Republic of the Philippines, who can give the final approval for the grant or denial of amnesty.

Sitting as Members of LAB CDO are Regional Prosecutor Merlynn Barola-Uy (Chairman), PNP PRO 10 Regional Director PBGEN Jaysen de Guzman, Acting Brigade Commander of the 403rd BDE PA COL Antonio Dulnuan Jr., Mayor Dimnatang Pansar of Butig, Lanao del Sur and Aleem Hassanor Maka Alapa from the religious sector.
