30 July 2024 (Davao City) – The Local Amnesty Board (LAB) Secretariat in Davao City attended the Technical Working Group (TWG) meeting organized by the Joint Regional Task Force to End Local Communist Armed Conflict (JRTF-ELCAC) XI. In attendance were heads and representatives from the Regional Prosecution Office of the Department of Justice (DOJ), the Office of the Presidential Adviser for Peace, Reconciliation, and Unity (OPAPRU), the 10th Infantry Division of the Philippine Army, the National Intelligence Coordinating Agency (NICA) XI, the Philippine National Police (PNP) Regional Office XI, the Department of Interior and Local Government (DILG) Regional Office XI, and the Mindanao Development Authority (MinDA).
Atty. Elisa D. Evangelista-LapiΓ±a, the Director of OPAPRU Local Conflict Transformation β Field Implementation Support Unit Mindanao, presided over the meeting. The agenda included key points such as the demilitarization of surrendered firearms by the New Peopleβs Army (NPA), amnesty applications and cases of Former Rebels (FRs), a proposed protocol on facilitating and handling surrenderees and FRs, pending Enhanced Comprehensive Local Integration Program (E-CLIP) claims, and remuneration for surrendered firearms. Each agenda item was assigned to a specific office to ensure detailed discussion. Additionally, the LAB Davao provided updates on the application of amnesty.
The primary focus of the discussion was the amnesty application process, with particular attention given to its implementation on the ground. Emphasis was placed on the roles, coordination, and cooperation among various government agencies and units involved in this process. The OPAPRU suggested enhancements to the procedures based on their best practices. Additionally, the OPAPRU proposed a protocol designed to improve the management and support provided to surrenderees and former rebels. This protocol aims to ensure their smooth transition back into civilian life, with a focus on rehabilitation and reintegration.
Also present at the meeting were both the primary and alternate members of the LAB Davao from the DOJ: Regional Prosecutor Janet B. Dalisay-Fabrero and City Prosecutor Joseph M. Apao.
