16 December, 2025 (Las Navas, Northern Samar) β The Local Amnesty Board (LAB) of Catbalogan, Samar issued 11 Safe Conduct Passes (SCPs) to βfriends rescuedβ (FRs) who have submitted amnesty applications. The distribution ceremony was held at the headquarters of the 20th Infantry Battalion, βWe Lead,β in Barangay San Jorge, Las Navas.
An SCP is a critical document issued by the National Amnesty Commission (NAC) to applicants who are not currently in detention. It guarantees their safe passage while their applications are under review by the President and provides legal protection unless revoked by the Commission.
The LAB Secretariat was joined by Colonel Ericson Rosana, Deputy Brigade Commander of the 803rd Brigade; Lieutenant Colonel Tim Clavel, Commander of the 20th Infantry Battalion; First Lieutenant Aldren Altamero, Civil-Military Operations (CMO) Officer; and a representative from the Las Navas Municipal Police Station.
Prior to the distribution, the LAB Secretariat conducted a comprehensive briefing on SCP guidelines. During the event, LTC Clavel expressed his appreciation for the FRsβ decision to return to the fold of the law, reaffirming that the military remains ready to assist them and that the campβs doors are always open.
Following the issuance of the passes, three FRs who had previously filed applications took their Oath of Allegiance before Atty. Ferminlino C. Ultra and Atty. Joan Anacta of the Public Attorneyβs Office (PAO). Additionally, three new FRs formally filed their amnesty applications during the session.
