16-17 December, 2025 (Quezon, Bukidnon) – The 89th Infantry (Makatao) Battalion of the 1003rd (Raptor) Brigade PA, in partnership with the the Task Force Balik-Loob (TFBL) and the Local Government Unit of Quezon, Bukidnon conducted an FR Summit & Regional Convergence at the Municipal Evacuation Center, Poblacion Quezon, Province of Bukidnon on December 15-18, 2025.

The event, which culminated in the Declaration of the Municipality of Quezon as Insurgency-Free, gathered together representatives from various government agencies in a series of lectures, dialogues and service caravans with the end view of guiding the former rebels towards their full reintegration into mainstream society.

The Local Amnesty Board of Cagayan de Oro (LAB CDO) participated in the event on December 16-17 by conducting an Amnesty Orientation and facilitating an application intake for the β€œFriends Rescued,” who wholeheartedly embraced the government’s offer of peace and reconciliation, accompanied by the promise of rebuilding their lives with a clean slate and renewed aspirations for a brighter future.

A record-breaking total of one hundred seventy-six (176) amnesty applications have been received and evaluated, with additional submissions anticipated in the coming weeks. This marks one of the highest intakes conducted by the LAB, underscoring the renewed confidence in the amnesty program following President Ferdinand Marcos Jr. ‘s Approval of the grant of amnesty to nine (9) applicants, as announced in September 2025.

The FR applicants are former members of the CPP NPA NDF who operated in the areas of Maramag, Quezon, Valencia, Kitaotao and San Fernando in the Province of Bukidnon.
