11 December, 2025 (Patag, Cagayan de Oro) β The Local Amnesty Board of Cagayan de Oro (LAB CDO) presented its final five (5) Notices of Decision to the first batch of Amnesty Grantees at the Headquarters of the Fourth Infantry (Diamond) Division in Cagayan de Oro City on December 11, 2025.
All five (5) amnesty applicants were referred by the 58th Infantry (Dimalulupig) Battalion of the 4ID PA based in Claveria, Misamis Oriental. Of the five (5) grantees, four (4) are women and one (1) male. All are former members of the CPP NPA NDF operating in the areas of Misamis Oriental, Bukidnon and the CARAGA Region.
The grant of amnesty was announced through a Memorandum from the Office of the President citing the Approval of the Recommendation for the Grant of Amnesty to Nine (9) Qualified Applicants last September 24, 2025. This is the first batch of amnesty grantees under Executive Order (E.O.) 47 composed of eight Former Members of the CPP NPA NDF and One (1) former combatant of the Moro Islamic Liberation Front (MILF). Seven (7) of the nine (9) approved applicants were endorsed by LAB CDO.
This significant event serves as a powerful illustration of the effects of the vigorous campaign for reintegration in Region 10. The strong partnership of all concerned government agencies, including local authorities, non-governmental organizations, and community leaders, exemplifies the importance of unified action in addressing the challenges of conflict and displacement β all working together in a concerted effort to rebuild lives, promote peace and foster unity among communities, ensuring that no one is left behind.
Presenting the Notice of Decision to the βFriends Rescuedβ are LAB CDO Chairperson- Regional Prosecutor Merlynn Barola-Uy; BGEN Consolito P. Yecla PA representing Division Commander MGEN Michelle B. Anayron Jr. PA; DSWD 10 Regional Director Ramel F. Jamen; LAB CDO Members COL Warren C. Munda PA, PCOL Dexter Paje and Engr. Abulcair Lindao representing DILG Regional Director Bruce A. Colao.
To aid them in their reintegration journey, financial and livelihood assistance were also given by the Dept. of Social Welfare & Development (DSWD) 10 and by the Dept. of Agriculture (DA) 10. The efforts of LAB CDO in promoting and implementing the amnesty program was likewise recognized by the 4ID PA through a plaque of appreciation presented to LAB Chairperson RP Barola-Uy and to the LAB Secretariat.
The grant of amnesty, which symbolizes a fresh start and the chance to begin anew, is truly an incomparable gift for all the grantees and their families β made even more meaningful by the celebration of this blessed Yuletide season.
