03 December 2025 (Lope De Vega, Northern Samar) – The Local Amnesty Board (LAB) of Catbalogan, Samar issued 62 Safe Conduct Passes (SCPs) to former rebels who have submitted amnesty applications. The issuance was held at the 43rd Infantry β€œWe Search” Battalion headquarters in Barangay Magsaysay, Lope De Vega, Northern Samar.

An SCP is a document issued by the National Amnesty Commission to applicants who are not under detention, ensuring their safe passage while their amnesty applications await presidential action, unless earlier revoked by the Commission.

The LAB Secretariat was joined by Brigadier General Carmelito Pangatungan, Commander of the 803rd Brigade; Police Colonel Sonnie Omengan, Provincial Director of the Northern Samar Police Provincial Office; Ms. Imelda Bonifacio, Program Manager I, AMU–Eastern Visayas, OPAPRU; Lope De Vega Vice Mayor Hon. Hanabelle Eden Lim Bation; and Lieutenant Colonel Jason Que, Commander of the 43rd Infantry Battalion.

In his welcome remarks, LTC Que thanked the beneficiaries for choosing the path of peace. The LAB Secretariat then presented the SCP guidelines before distributing the passes. A former rebel shared a testimonial, followed by Vice Mayor Bation’s assurance of the municipality’s continued support. Ms. Bonifacio outlined the benefits available to former rebels, and Police Director Omengan emphasized that the SCP serves not only as protection but also as a sign of acceptance.

Brigadier General Pangatungan closed the program with the message: β€œUnity for Peace Onwards to Development, Kamurayaw Isulong Tikadto san pag-Asenso sa Northern Samar,” also expressed as β€œUPOD KITA” in Waray.
