04 December, 2025 (General Santos City, South Cotabato) β During the Joint Provincial Peace and Order Council (PPOC) and Provincial Anti-Drug Abuse Council (PADAC) 4th Quarter Regular Meeting for CY 2025, the Provincial Government of Sarangani, led by Governor Rogelio βRuelβ D. Pacquiao, spearheaded the ceremonial turnover of Safe Conduct Passes (SCPs) to five (5) former rebels who are current amnesty applicants under the Local Amnesty Board (LAB) β Koronadal. The ceremony was held at Greenleaf Hotel, General Santos City.
The event was graced by BGen Apollo Jun F. Lamaton PA, Brigade Commander of the 1002nd Infantry Brigade, and BGen Michael A. Santos PA, Commander of the 603rd Brigade, AFP Security State Brigade. Also present were key provincial officials, partner agencies, security forces, and representatives from both national and local government offices.
The SCPs were issued by the National Amnesty Commission (NAC) pursuant to Memorandum Order No. 36 and Proclamation Nos. 403, 404, 405, and 406 (series of 2023). These documents provide legal protection to recipients against arrest or prosecution while their amnesty applications are undergoing evaluation and processing.
Ms. Lea Mae P. Toroctocon, Administrative Assistant III and Secretariat of the Local Amnesty Board β Koronadal, facilitated the processing and issuance of the SCPs. She also assisted in the signing of the SCP receipts by the beneficiaries during the activity.
βThe Safe Conduct Pass is a vital instrument of protection. It grants temporary immunity from arrest, detention, or harassment to individuals who are in the process of applying for amnesty. This safeguard allows applicants to participate fully, openly, and safely in every stage of the amnesty process.β
The successful turnover ceremony highlights the steadfast commitment of the National Amnesty Commission, together with Local Amnesty Boards nationwide, in supporting former rebels on their journey toward reintegration. Through initiatives like this, the government continues to strengthen unity, advance reconciliation, and build a foundation for lasting peace in communities.
