03 December, 2025 (Kampo Ranao, Marawi City) β The Local Amnesty Board of Cagayan de Oro (LAB CDO) presented the Notice of Decision to two (2) Amnesty Grantees referred by the 103rd (Haribon) Brigade of the 1st Infantry (Tabak) Division PA in Kampo Ranao, Marawi City on 03 December 2025.
This came after the release of the Memorandum from the Office of the President on the Approval of the Recommendation for the Grant of Amnesty to Nine (9) Qualified Applicants last September 24, 2025. This is the first batch of amnesty grantees under Executive Order (E.O.) 47 composed of eight ( 8 ) Former Members of the CPP NPA NDF and One (1) former combatant of the Moro Islamic Liberation Front (MILF). Seven (7) the approved applicants were endorsed by LAB CDO.
The grant of amnesty epitomizes the governmentβs sincerity in its comprehensive peace initiatives and its unwavering commitment to achieving lasting peace. It serves as a compelling testament to our aspirations for national healing and reconciliation.

Joining the LAB Secretariat in presenting the Notice of Decision is 103rd Brigade Deputy Brigade Commander COL Ian Noel P. Ignes INF (MNSA) PA; CMO Officer CPT Candidato S. Panduman (INF) PA, officers and troops of the 103rd BDE and other βFriends Rescuedβ who also filed their amnesty applications after the ceremony.
This defining moment in the amnesty program is a testament to the hope that continues to shine brightly for all former rebels and combatants who bravely step forward to rewrite their stories and embrace a life of meaning and purpose.
