07 October, 2025 (Sta. Ana, Pampanga) – The Local Amnesty Board (LAB) Pampanga, through the commendable efforts of Peace Program Officer II Shela Marie Angat and with full support from the LAB Pampanga Secretariat led by PPO III Christian Tiglao, successfully conducted a mass intake and orientation session for amnesty applicants during a Service Caravan held in the municipality of Sta. Ana.

The activity catered to 44 former rebels (FRs), collectively referred to as the “SAF 44 Former Rebels,” who surrendered to then-Governor Lilia Pineda and PBGEN Aaron Aquino in 2016. This group gained national attention and was previously featured in mainstream media. A total of 31 individuals successfully completed the orientation and submitted their applications under the National Amnesty Program during the event.

Also in attendance was ADAS III William Basco, along with representatives from key partner agencies. The Public Attorney’s Office (PAO), represented by Atty. Christine Mae F. Pinlac and Atty. Joshua Ashley D. Panlilio, provided free legal assistance and notarization services. The Armed Forces of the Philippines (AFP) was represented by Lieutenant Karl Barrientos and his team, who extended full support throughout the process.

The Honorable Mayor Ferdinand P. Labung of Sta. Ana, Pampanga graced the event with his presence and demonstrated his strong commitment to the reintegration of former rebels. Through his initiative, the local government provided financial assistance and food packs to all FRs in attendance. Mayor Labung also pledged further support by including the beneficiaries in the municipality’s β€œAngat Pamilya Program,” a localized monthly care initiative aimed at supporting vulnerable families.

The successful conduct of this Service Caravan signifies a meaningful step forward in the reintegration journey of these former rebels. The LAB Pampanga remains committed to its mission of helping FRs transition into peaceful and productive lives through the National Amnesty Program.
