09 October, 2025 (Prosperidad, Agusan del Sur) – In its continuous effort to promote confidence and credence to the government’s amnesty program, the National Amnesty Commission, thru the Local Amnesty Board of Cagayan de Oro, awarded thirty-three (33) Safe Conduct Passes (SCPs) to former members of the CPP NPA NDF in Agusan del Sur on October 9, 2025 at the HQ of the 401st (Unite β€˜n Fight) Brigade, 4ID PA in Camp Datu Lipus Makapandong, Barangay Awa, Prosperidad, Agusan del Sur.

Accepting their much-awaited SCPs are β€œFriends Rescued” (FRs) from the Philippine Army’s 26IB, 75IB and 401st BDE — all operating in various parts of the CARAGA Region. The FR recipients considered the SCPs as the government’s early Christmas gift to them. With the promise of safe passage and freedom from arrest while their amnesty applications are still being processed, the chance to visit their families and loved ones has now become a certain reality.

401st BDE Commander and former LAB CDO Member BGEN Antonio Dulnuan Jr. PA, conveyed that the SCP is an intangible gift whose value is immeasurable. A blessing that can not be replaced by any form of monetary 0r material benefit.

Joining the LAB Secretariat during the awarding ceremony is COL Warren C. Munda INF (MNSA) PA, Deputy Brigade Commander of the 403rd BDE and the AFP designated LAB Member for CDO. Also present is COL Glenn Joy Aynera INF (GSC) PA, Deputy Brigade Commander of the 401st BDE, Brigade EX-O COL Rommel Goce and Razel Montemor of the PSWDO.

The awarding of SCPs strengthens the government’s efforts in encouraging more former rebels to come out and avail of the program, as well as call on those who are still actively holding on to their rebellious ideologies to lay down their arms and embrace a life of peace.

LAB CDO lauded the β€œFriends Rescued” for their courage in stepping forward and their staunch decision to claim back their lives. For holding on to hope and never letting go of their dream for a better future for themselves and their families.

To date, LAB CDO has already released a total of one hundred forty-one (141) SCPs to FR applicants from Misamis Oriental, Bukidnon, Lanao del Sur and the CARAGA Region.
