On October 6–7, 2025, the Local Amnesty Board (LAB) Albay participated in the Withdrawal of Support and Oath of Allegiance ceremony held in the municipalities of Caramoan, Presentacion, and Lagonoy. The event was led by the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU), represented by Mr. Paul Escober, Area Management Unit Head, and Mr. Christopher Azucena, Regional Coordinator for the Bicol Region.

The activity was spearheaded by the 83rd Infantry “Matikas” Battalion under the leadership of LTC Randy L. Eloreta INF (GSC) PA and facilitated by CPT Jonathan C. Cernitchez. It was conducted in strong collaboration with the Local Government Units of Caramoan, Presentacion, and Lagonoy, led by their respective Municipal Mayors, Hon. Marilyn Socorro H. Co, Hon. Jimmy Delena, and Hon. Dyego Luiz Pilapil.

Also in attendance were LTC Emerson Ian A. Borja, Battalion Commander of the 9th Civil-Military Operations (CMO) Battalion, and the Chiefs of Police from the respective municipalities, who expressed their full support for the government’s peace initiatives.

As part of the activity, the Local Amnesty Board (LAB) Albay Secretariat, headed by Mr. Philipp D. Listanco, conducted an orientation for individuals who signified their intention to withdraw support from the CPP-NPA. During the session, Mr. Listanco encouraged them to apply for amnesty, an opportunity to formally acknowledge and seek pardon for their previous involvement with the insurgent group. Through this process, they may be granted an official certificate affirming their renewed commitment and support to the government.

The Local Amnesty Board Albay, Bicol extends its gratitude to the barangay officials and community stakeholders whose active involvement and commitment were instrumental to the success of this initiative. Their support reflects the collective effort to maintain peace, security, and sustainable development across the Partido District and the wider Bicol Region.
