3 October, 2025 (Davao City, Davao del Sur) β The National Amnesty Commission (NAC) β Local Amnesty Board (LAB) Davao participated in the 3rd Quarter Full Council Meeting for Calendar Year 2025 of the Joint Regional Task Force to End Local Communist Armed Conflict (JRTF-ELCAC) XI.
The meeting was presided over by Secretary Leo Tereso A. Magno, Chairperson of the Mindanao Development Authority and Cabinet Officer for Regional Development and Security (CORDS) for Region XI. In his opening remarks, Secretary Magno underscored the continuing need for unity in sustaining peace and promoting inclusive development across the Davao Region. He also informed the body that, during the recent NTF-ELCAC Executive Committee meeting, it was proposed that the Governmentβs Amnesty Program be extended until March 2028.
Also present were Major General Allan D. Hambala, Commanding General of the 10th Infantry (Agila) Division, Philippine Army; Police Brigadier General Joseph Arguelles, Regional Director of the Police Regional Office XI; Director Elisa Evangelista of the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) LCT-FISU; and representatives from all member agencies of the RTF-ELCAC XI.
During the meeting, LAB-Davao was formally accepted as a regular member of the JRTFELCACβs ECLIP and Amnesty Cluster. Various member agencies presented updates and reports on their respective cluster initiatives and accomplishments. The LAB Davao Secretariat reported on the current status of amnesty applications in the region, including submissions to the NAC and the targets for the upcoming quarter. The LAB Davao also informed the body of the recently approved amnesty grants by the Office of the President and noted that additional approvals from the Davao Region are expected in the coming months.
The National Amnesty Commission reaffirmed its commitment to expediting the review and endorsement of amnesty applications to the Office of the President. As part of this continuing effort, LAB Davao remains steadfast in fulfilling its mandate for 2025βensuring that the acceptance and processing of amnesty applications continue for as long as its mandate remains in effect.
