29 September 2025 (Borongan, Eastern Samar) – The Local Amnesty Board (LAB) of Catbalogan City, represented by PPO III Jasmine Odyssa Lutao, attended the JRTF8-ELCAC 3rd Quarter Meeting held at Melinda’s Resort, Brgy. Songco, Borongan City, Eastern Samar.

The Joint Regional Task Force to End Local Communist Armed Conflict (JRTF8-ELCAC) meeting was presided over by Secretary Juan Edgardo “Sonny” Angara, Chairperson of JRTF8-ELCAC and Cabinet Officer for Regional Development and Security 8.

During the meeting, the 8th Infantry Division presented the JRTF8-ELCAC Accomplishment Report for the first semester of CY 2025. The NTF Secretariat discussed the National Action Plan for Unity, Peace, and Development (NUPD), along with the recommended action plan for formulating the Regional Unity, Peace, and Development framework. Meanwhile, the OPAPRU-EV presented the re-orientation and operationalization of the Transformation Program for former rebels, their families, and communities, and endorsed the inclusion of former rebels in the R/P/MTF ELCAC TWGs Secretariat.

LAB Catbalogan provided updates on the implementation status of the National Amnesty Program (NAP) in Eastern Visayas, specifically in the provinces of Samar, Northern Samar, and Eastern Samar. The meeting also provided an opportunity for LAB Catbalogan to present the progress of the amnesty program at the national level to Secretary Angara.
