29 September, 2025 (Malaybalay, Bukidnon) β In a significant step towards national healing and unity, the National Amnesty Commission, through the Local Amnesty Board of Cagayan de Oro, awarded fifty – four (54) Safe Conduct Passes (SCPs) to former members of the CPP-NPA-NDF in the Province of Bukidnon on September 29, 2025 at the Centennial Stage, Provincial Capitol Grounds in Malaybalay City.
Hosted by the 403rd (Peacemaker) Brigade of the 4th Infantry (Diamond) Division PA, the event was a celebration of the triumphs gained from the governmentβs sincere efforts in healing the wounds of division caused by hostilities and armed conflict.
All SCP recipients were βFriends Rescuedβ from the Philippine Armyβs 403rd Brigade, 88IB, 89IB, 8IB and the 1st Special Forces Battalion, all located in the province of Bukidnon. The areas that have once been considered rebel strongholds have now become peaceful havens where families and communities can now thrive in the pursuit of peaceful endeavors, and not be mired in the twisted political beliefs that have crippled lives and shattered dreams of a brighter future.
Presenting the SCPs is LAB CDO Chairperson and Regional Prosecutor of the DOJ 10, Atty. Merlynn Barola-Uy together with the 403rd BDE Deputy Brigade Commander and LAB CDO Member COL. Warren C. Munda PA; Provincial Legal Officer Atty. Gean Yvish Ladesma; Ellen Salumintao of the PSWDO; PMAJ Jessie James Lasdoce of the PNP; Daphne Krista Mohamad of the DILG and the Battalion Commanders of the AFPβs Bukidnon units.
The progress of the amnesty program has truly been a testament of the power of inter-agency collaboration and cooperation — harnessing strengths, influence and resources — βpara sa tinud-anay nga kalinaw ug panag-hiusaβ.
