17 September 2025 (Borongan, Eastern Samar) – The Local Amnesty Board (LAB) of Catbalogan Samar facilitated the Oath of Allegiance of five (5) former rebel applicants before Atty. Emmanuel Apelado of the Public Attorney’s Office (PAO) of Borongan, Eastern Samar. The oath was a necessary step to complete the requirements of their amnesty application. The LAB Catbalogan appreciates the support of the 78th Infantry Battalion (78IB), led by Lt. Col. Francis Rosales, for the amnesty program of the government. The strong partnership between the LAB and the Armed Forces of the Philippines is necessary in order to encourage more former rebels to return to the folds of law.

After the above activity, LAB Catbalogan visited the BJMP Borongan City District Jail. The said visit aimed to give assurance to the amnesty applicants that the government is willing to give a second chance to former rebels, even those charged, detained, or convicted of common crimes, but who can establish by substantial evidence that they have committed said crimes in pursuit of political beliefs. Thereafter, a brief discussion with BJMP personnel about the amnesty program ensued.
