19 September, 2025 (Patag, Cagayan de Oro) – The Local Amnesty Board of Cagayan de Oro (LAB CDO) awarded 8 Safe Conduct Passes (SCPs) to Friends Rescued (FRs) in a remarkable ceremony held at the Sambisig Hall of the Installation Management Command (IMCOM), 4ID HQ, Camp Evangelista, Cagayan de Oro on September 19, 2025.

The SCP recipients are all amnesty applicants referred by the 58th Infantry (Dimalulupig) Battalion, 402nd BDE PA. This brings the number of SCPs released to the battalion at twenty-three (23) —- a significant step that demonstrates the government’s sincere effort towards healing and reconciliation. Nineteen (19) of these applications were already endorsed by the LAB to the NAC En Banc.

Giving the welcome message is LTC Gilberto Nohay GSC (AGS) PA, the 4ID’s designated Officer In-Charge on the Amnesty Program. LTC Nohay expressed the 4ID’s steadfast commitment to the amnesty program and its deep desire to see its β€œFriends Rescued” taking significant steps into becoming productive citizens of this country.

The handing out of SCPs is a profound message of trust by the government to those who willingly and wholeheartedly accept the hand of peace, in the hopes of living meaningful and purposeful lives. The FR recipients all expressed their sincere gratitude in receiving their SCPs, saying that they can finally start living a normal life — free from fear of capture or arrest while their amnesty applications are still being processed.

The National Amnesty Commission (NAC) reiterates its call to all our fellow Filipinos in the armed struggle to embrace peace and healing, not just for themselves, but for their families, their communities and the entire nation.
