09 December 2025 (Catarman, Northern Samar) – The Local Amnesty Board (LAB) of Catbalogan, Samar, issued 5 Safe Conduct Passes (SCPs) to β€œFriends Rescued” (FR), who had previously submitted amnesty applications. The issuance ceremony took place at the Balay Darangpan.

Balay Darangpan is a halfway house established by the provincial government for FRs. The facility serves as a temporary shelter while the provincial government helps them in the reintegration process.

CPL Noriel Rebangcos from the 803rd Brigade and Vanessa Salazar, a representative of the Provincial Social Welfare and Development Office (PSWDO) headed by Ms. Jenny Darish, assisted during the issuance of the SCPs.

Following the issuance, twenty other FRs currently residing at Balay Darangpan formally expressed their intent to apply for amnesty. The LAB Secretariat, working in coordination with the FRs’ handlers, successfully submitted all necessary requirements and officially filed their applications.
