A Memorandum of Agreement (MOA) was signed on August 28, 2024, at the Em Manor Hotel in Cotabato City between the National Amnesty Commission (NAC) and the Bangsamoro Human Rights Commission (BHRC).
The agreement aims to establish collaborative efforts to support the government’s amnesty program, foster a climate conducive to peace, and implement programs for the reconciliation and reintegration of rebels into mainstream society.
The MOA was signed by NAC Chairperson Leah C. Tanodra-Armamento and BHRC Chairperson Abdul Rashid P. Kalim.
Under the agreement, the NAC commits to conducting brief orientations about the amnesty program on a scheduled basis and including the BHRC in its information dissemination campaigns. Meanwhile, the BHRC agrees to assist the NAC in fulfilling its mandate by including the amnesty program in its information dissemination activities, providing legal advice, and administering oaths to applicants who are residents of the BARMM in accordance with the NAC’s Rules of Procedure.
“We at the NAC assure the Bangsamoro people that we will provide prompt and effective services to the beneficiaries of the amnesty program, especially members of the Moro Islamic Liberation Front (MILF) and the Moro National Liberation Front (MNLF), as mandated by the proclamations issued by President Ferdinand R. Marcos, Jr.,” stated Chairperson Tanodra-Armamento.
Chairperson Kalim of the BHRC shared that during their mass human rights education and promotion activities, they have been able to impart some knowledge about amnesty to their constituents. “We are committed to promoting and protecting the rights of the Bangsamoro people,” said Chairperson Kalim.
“We value the BHRC’s involvement because they have the trust of their constituents in Cotabato City and the provinces within the BARMM region,” added Chairperson Tanodra-Armamento.
