About Us

During the term of former President Rodrigo Roa Duterte, the National Amnesty Commission (NAC) was created by virtue of Executive Order (E.O.) No. 125, series of 2021. The NAC is tasked with receiving and processing applications for amnesty and determining whether the applicants are entitled to amnesty under Proclamation Nos. 1090, 1091, 1092, and 1093, all series of 2021.

E.O. No. 125 was further amended by E.O. No. 47, series of 2023, under the administration of President Ferdinand R. Marcos, Jr.. President Marcos further issued Proclamation Nos. 403, 404, 405 and 406 granting amnesty to members of RPMP-RPA-ABB, MILF, MNLF, and former members of CPP-NPA-NDF, replacing the previous Proclamations. Like the previous Proclamations, the new Proclamations enumerated those crimes or offenses in pursuit of a political belief covered by the amnesty program and those which are not. In addition, the applications for amnesty may be filed with the NAC within two (2) years from the effectivity of the Proclamations.

In accordance with the 1987 Philippine Constitution, the Amnesty Proclamations of the president need the concurrence of the Congress for its effectivity. Proclamation Nos. 403, 405 and 406 was concurred by Congress on March 4, 2024. On the other hand, Proclamation No. 404 was concurred on March 13, 2024.

Mission

The NAC, through its team of peace-loving professionals, is committed to efficiently accept and process amnesty applications.

Primary Goal

In line with Chapter 13 of the current Philippine Development Plan (PDP) on healing and reconciliation, the aim is to complete processing all amnesty applications by 2028, ensuring that recipients regain full civil and political rights. Additionally, the current Commission will draft a handover report, offering alternative recommendations for sustaining progress, including establishing legal assistance services to support the amnesty process.
