24 July, 2025 (Marawi City, Lanao del Sur) β Twenty-One (21) Amnesty Applicants referred by the 103rd (Haribon) Brigade of the 1st Infantry (Tabak) Division received their Safe Conduct Passes (SCPs) from the National Amnesty Commission through the Local Amnesty Board of Cagayan de Oro (LAB CDO), on July 24, 2025 in Kampo Ranao, Marawi City.
The issuance of SCPs came after the signing of Memorandum Order No. 36 by President Ferdinand R. Marcos Jr., authorizing the NAC to issue Safe Conduct Passes (SCPs) in favor of amnesty applicants covered by Proclamations 403, 404, 405 and 406 last April 8, 2025.
The significant event was graced by National Amnesty Commissioner, Atty. Jamar M. Kulayan together with the Dept. of the Interior & Local Government (DILG) City Director for Iligan Ms. Maria Maida B. Daniot, 103rd BDE Commander BGEN Billy O. Dela Rosa PA and Executive Officer LTC Mark Francis N. Garcia GSC (INF) PA.
The amnesty applications of all SCP recipients from the 103rd BDE form part of the initial batch of applications endorsed by LAB CDO to the NAC En Banc prior to their recommendation to the Office of the President. The final approval for the grant or denial of amnesty lies solely with the President of the Republic.
The event also marked the official turnover of cash assistance to the βFriends Rescuedβ (FRs) under the Enhanced Comprehensive Local Integration Program (E-CLIP) of the DILG β a remarkable step towards the empowerment and reintegration of former rebels into mainstream society.
The FR-recipients together with BGEN Dela Rosa, showed the guests their thriving livelihood projects inside Kampo Ranao. The goat and free-range chicken farms were initiated and sustained through the guidance and support of the 103rd Brigade.
In his message, BGEN Dela Rosa stressed that βThe Safe Conduct Passβ¦. is a profound symbol of trust & a guarantee of your safety & the governmentβs unwavering commitment to your peaceful reintegration into societyβ.
The issuance of SCPs sends the governmentβs strong message of its dedication to peace and unity and the desire to embrace former rebels and combatants to a life of freedom and productivity.
