04 October 2025 (Butig, Lanao del Sur) – The National Amnesty Commission (NAC), led by Chairperson Leah C. Tanodra-Armamento along with Commissioners Jamar M. Kulayan and Ser-me L. Ayuyao, personally visited Member of Parliament (MP) Basit Abasβ€”formerly known as MILF Northeastern Mindanao Front Commander Jannati Mimbantasβ€”at his camp-turned-community center, the Aleem Abdulaziz Memorial Center, in Barangay Sandab, Butig, Lanao del Sur.

During the visit, the NAC officially served the Notice of Amnesty Grant to MP Abas, marking a significant milestone in the government’s peace and reconciliation efforts with former combatants of the Moro Islamic Liberation Front (MILF).

The NAC delegation was joined by Bangsamoro Parliament Member Baileng Mantawil and Hon. Anwar Alamada, Chairperson of the MILF-Ad Hoc Joint Action Group, underscoring the multi-stakeholder support for the national amnesty program.

The event also coincided with the mass filing of amnesty applications by 72 MILF members under the leadership of MP Abas. Each applicant was immediately issued a Safe Conduct Pass (SCP)β€”a first in the Commission’s history through its Mobile SCP Issuance initiative, which allows applicants to receive their SCPs on the same day as their filing. As of writing, the NAC has successfully released more than 1,000 SCPs to amnesty applicants.

β€œThe turnout in Butig is a testament to the trust and cooperation built between the government and the MILF communities,” said Chairperson Tanodra-Armamento. β€œAs we conclude our visits to the camps, we reaffirm our commitment to process every application with diligence and integrity, ensuring that every qualified applicant benefits from this peace initiative.”

The NAC’s mission in Butig was made possible through the support of the Public Attorney’s Office (Marawi City and Ganassi District Offices), the Integrated Bar of the Philippines, and the Initiatives for Dialogue and Empowerment through Alternative Legal Services (IDEALS)β€”all of whom played key roles in the legal and logistical aspects of the mass application process.

The successful mass intake activity highlights the shared goal of both the Philippine Government and the MILF to achieve lasting peace and meaningful reintegration of former rebels into mainstream society.

As the deadline for amnesty applications draws nearβ€”March 4, 2026 for MILF, MNLF, and RMP-P/RPA/CPLA applicants and March 13, 2026 for former CPP-NPA-NDF membersβ€”the NAC reiterates its call to all eligible individuals to avail of the amnesty program.

The Commission continues to accept applications through its 20 Local Amnesty Boards (LABs) nationwide. Interested applicants may contact the nearest LAB or the NAC Central Office for assistance.
