03 February, 2026 (Davao City, Davao del Sur) β€” The Police Regional Office (PRO) XI, led by Regional Director PBGen. Leon Victor Z. Rosete, conducted a three-day Information, Education, and Communication (IEC) Seminar/Workshop titled β€œStrengthening PNP Engagement on the Peace Process and Amnesty Program” at Bagani Hall, PRO XI.

The activity gathered Philippine National Police (PNP) officers and featured the National Amnesty Commission (NAC) and the Local Amnesty Board (LAB) Davao Secretariat as resource persons. Discussions focused on the government’s amnesty program and the implementation of the Safe Conduct Pass (SCP).

The LAB Davao Secretariat provided an overview of the amnesty program, underscoring the deadline for filing applications on 13 March 2026, while noting that application processing will continue beyond the cutoff. It clarified that amnestiable offenses must have been committed on or before 22 November 2023 and emphasized the importance of the JAPIC certificate as proof of identity and SCP issuance.

The Secretariat also explained that the Affidavit of Admission of Guilt is solely intended to support amnesty applications and will not be used for purposes that may compromise an applicant’s security or status. LAB members will only recommend approval or denial, with final review and action undertaken by the NAC and its Ex-Officio Members.

NAC Legal and Amnesty Operations Office lawyer Atty. Gian Carlo C. Tauro discussed the issuance and implementation of the SCP, highlighting the need for a humanitarian approach and strong coordination among the NAC, LAB, and PNP. He also facilitated a workshop on SCP implementation.

Despite being held close to the application deadline, PNP officials emphasized the importance of the seminar in their deepening understanding of the government’s peace initiatives, with amnesty as a key component.
