29 June, 2026 (Davao City, Davao del Sur) β The National Amnesty Commission (NAC), through the Local Amnesty Board (LAB)βDavao, awarded 65 Safe Conduct Passes (SCPs) to qualified amnesty applicants from across the Davao Region during a ceremony held at the 1003rd Infantry “RAPTOR” Brigade, 10th Infantry “AGILA” Division, Camp Don Mariano Marcos, Barangay Malagos, Baguio District, Davao City.
The program opened with the Philippine National Anthem and an invocation, followed by welcome remarks from Brig. Gen. Christopher M. Diaz, Commander of the 1003rd Infantry “RAPTOR” Brigade. Atty. Janet Grace B. Dalisay-Fabrero, Regional Prosecutor of the Department of Justice Region XI and Chairperson of LAB-Davao, underscored the Board’s commitment to advancing peace, justice, and national reconciliation through the government’s amnesty program.
Mr. Cris M. Gaerlan, of the LAB-Davao Secretariat, presented an overview of the Safe Conduct Pass, explaining its role in providing qualified amnesty applicants with protection and freedom of movement while their applications are being processed. The ceremony’s highlight was the formal awarding of Safe Conduct Passes to 65 former rebels from various provinces in the Davao Region. The SCP protects recipients from arrest for offenses covered by the applicable amnesty proclamation, allowing them to participate in reintegration activities while their applications are under review.
Messages of commitment and support were likewise delivered by partner agencies and peace stakeholders. Police Colonel Peter M. Madria, represented by PLtCol. Kevin Lew Garing, conveyed the Philippine National Policeβs continued support for the governmentβs peace initiatives. The City Mayor’s Office through Atty. Jonah Margarette F. Presto, represented by Ms. Caryjane Laguna, also gave a message of support. Atty. Elisa D. Evangelista-LapiΓ±a, Director IV of the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) β Local Conflict Transformation Field Implementation Support Unit (LCT-FISU), reaffirmed OPAPRUβs commitment to sustaining peacebuilding and reintegration efforts. Mr. Daniel Basilico Pastor, Senior Consultant of Kalinaw SEMR, Inc., also shared words of encouragement, emphasizing the importance of community support in the successful reintegration of former combatants. A representative of the recipients also expressed gratitude to the government and its partner agencies for providing them with a renewed opportunity to rebuild their lives.
In his closing remarks, Atty. Ferdinand M. Taglucop, Vice Chairperson of LAB-Davao, emphasized that the awarding of Safe Conduct Passes reflects the government’s continuing commitment to reconciliation, reintegration, and lasting peace in Mindanao. The issuance of Safe Conduct Passes marks another milestone in the implementation of the national amnesty program, providing qualified former combatants with legal protection while offering them a meaningful opportunity to reintegrate into society and contribute to peaceful and resilient communities.
