27 February, 2026 (Quezon City, Metro Manila) – The National Amnesty Commission (NAC) proudly announces receipt of 10,988 amnesty applications, surpassing the initial 10,000 target, days before conclusion of the application period.

With applications set to conclude on 4 March for members of the Moro Islamic Liberation Front (MILF), Moro National Liberation Front (MNLF), and Rebolusyonaryong Partido ng Manggagawa–Pilipinas / Revolutionary Proletarian Army–Alex Boncayao Brigade (RPM-P/RPA/ABB) and 13 March for former members of the Communist Party of the Philippines–New People’s Army-National Democratic Front (CPP-NPA-NDF), this significant milestone is a testament to the public’s growing interest in the amnesty program. The strong response from β€˜friends rescued’ (FRs) underscores their desire to avail themselves of the opportunity to resolve long-standing concerns and fully reintegrate into society.

β€œThis milestone demonstrates the public’s trust in the fairness, transparency, and accessibility of the amnesty program,” said NAC Chairperson Leah C. Tanodra-Armamento. β€œSurpassing our 10,000-applicant target affirms that our outreach efforts and streamlined procedures are effectively reaching those who seek to rebuild their lives.”

Former members of the CPP-NPA-NDF and its front organizations still has the most number of applicants at 9,120. MILF with 1,187 applicants and the MNLF and RPM-P/RPA-ABB with 443 and 238, respectively.

The NAC attributes this achievement mainly to the men and women of its Local Amnesty Boards (LABs), whose efforts to strengthen inter-agency coordination and expanded information campaigns brought the program closer to its intended recipients.

Commissioner Jamar M. Kulayan, in-charge for LAB Operations, extends his appreciation to the tireless work of the LABs. β€œTheir dedication on the ground, from conducting outreach initiatives to the careful processing of applications, has ensured that the amnesty program remains inclusive, transparent, and responsive to those seeking a second chance. This achievement reflects not only strong public trust, but also the unwavering commitment of our LABs to advancing reconciliation and national unity,” he said.

Looking beyond the numbers, this achievement is a representation of the thousands of FRs choosing the path of peace and reconciliation. This is also a testament on the strengthened partnerships the NAC has built with various government agencies and organizations, making the amnesty program more accessible and efficient.

β€œWe wish to extend our gratitude to our peace partners for their support and assistance throughout the amnesty process,” said Commissioner Ser-me L. Ayuyao. β€œYour support has been instrumental in making all these gains possible,” he added.

The past week have been particularly productive as the LABs needed every possible assistance as it pushed for more applications before the deadline. As a result, the NAC ensures that all groups granted amnesty are well represented in the current data.

Most number of RPM/P-RPA-ABB applications were received by LAB Bacolod while LAB Catbalogan received mostly from CPP-NPA-NDF. Further, MNLF members were mostly accommodated by the LAB in Sulu and MILF by LAB Cotabato.

As the deadline draws near, the NAC remains committed in its mandate to bring forward the government’s amnesty program. Together with its LABs and partner agencies, the NAC is dedicated to maintaining the integrity of the program ensuring all applications comply with existing laws, policies, and standards.
