The National Amnesty Commission (NAC), represented by Atty. Jamar M. Kulayan, Commissioner-in-Charge for Mindanao, met with Ad Hoc Joint Action Group (AHJAG), led by Chairman Anwar Alamada, to clarify concerns regarding the issuance of Safe Conduct Passes and the ongoing processing of MILF Amnesty Applications.

During the meeting, Commissioner Kulayan explained that despite the amnesty program being anchored in peace and reconciliation, each application still undergoes a meticulous process and those who are found to have existing criminal charges for excluded offenses may be disqualified. Ultimately, each application is forwarded to the Office of the President for final review and action. He also assured AHJAG the fairness of the entire amnesty process as well as that of the LAB members.

The Commissioner stressed that an amnesty application alone is not sufficient for the issuance of Safe Conduct Passes (SCPs). Supporting documents are still required from an applicant such as proof of identity, affiliation, and court records, if any. This is because an applicant for SCP needs to show that his amnesty application can be probably granted.

The Commissioner also pointed out that among the factors delaying the amnesty process of MILF members are applications filed by non-members but which nevertheless still require the Commission to process the same.

AHJAG Director Alamada meanwhile sought the Commission’s possible support to declare the MILF amnesty applicants as political prisoners.

Such matter, however, is beyond the mandate of the Commission, Commissioner Kulayan replied.

Looking ahead on the set deadline of applications on 4 March for the MILF and the MNLF, the NAC reinforces its commitment to partnering with relevant instrumentalities, especially those within the BARMM to further its campaign on the amnesty program.
