28 June 2026 (Lagangilang, Abra) — The National Amnesty Commission (NAC), through the Local Amnesty Board (LAB) of Baguio, issued Safe Conduct Passes (SCPs) to Friends Rescued (FRs) during the UMALIKA General Assembly in Lagangilang, Abra. Conducted in coordination with the 50th Infantry Battalion and UMALIKA, the activity supports the government’s efforts to encourage qualified former rebels to avail themselves of the National Amnesty Program.

The ceremony was graced by COL Davice Christopher G. Mercado (INF) GSC, PA, Acting Brigade Commander of the 501st Infantry Brigade, 5th Infantry Division, Philippine Army, who underscored the importance of sustained collaboration in advancing peace, reconciliation, and the successful reintegration of former rebels into their communities.

The Safe Conduct Passes were formally awarded by representatives of the 50th Infantry Battalion, led by 1Lt. Col. Joseph Gabinay, Commanding Officer of Alpha Company, together with 2Lt. Alexandria M. Camporaso (SC), PA, Acting Civil-Military Operations Officer, SSg. Edmar R. Acoba, and the battalion’s personnel. The issuance of SCPs marks an important step in each recipient’s journey toward reconciliation, providing safe access to the amnesty process while reflecting the government’s commitment to building lasting peace through hope, healing, and reintegration.
