16 January 2026 (Munai, Lanao del Norte) β€” The Local Amnesty Board in Cagayan de Oro (LAB CDO), upon invitation of Member of Parliament (MP) Hon. Abdullah β€œBravo” Macapaar, and in coordination with the Department of the Interior and Local Government (DILG) Region 10 and DILG Lanao del Norte and the Nonviolent Peaceforce, successfully conducted the 2nd cycle of the Amnesty Caravan at Camp Bilal Bin Rabbah, Munai, Lanao del Norte on 16 January 2026.

The activity is in line with the National Amnesty Commission’s dedication to bring the government’s amnesty program closer to its intended beneficiaries by providing on-site application intake, information dissemination, and assistance to qualified individuals.

In his letter, MP Macapaar expressed how the issuance of Safe Conduct Passes (SCPs) to 33 MILF commanders and members, who submitted their applications during the 11 June 2025 caravan, has inspired more from the group to take advantage of this program.

During the caravan, LAB CDO received a total of 60 new MILF amnesty applications, mostly from various base commanders in Lanao del Norte and Lanao del Sur under the leadership of MP Macapaar. The strong turnout reflected the growing trust of former combatants in the government’s amnesty program and their willingness to formally rejoin society under a framework of peace, justice, and reconciliation.

LAB CDO also spearheaded the distribution of the remaining Safe Conduct Passes (SCPs) for Moro Islamic Liberation Front (MILF) combatants who applied during the 1st cycle of the Amnesty Caravanβ€”a manifestation of the continuous and efficient facilitation of the amnesty process.

The event was graced by the presence of Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) Secretary Carlito G. Galvez, Jr. In his message, Secretary Galvez underscored the importance of the amnesty program as a tool for social healing and reconciliation.

As of writing, the NAC has received a total of 7379 amnesty applications. Still leading this number are former members of the CPP-NPA-NDF with 5884 total applications. After the 2nd Caravan, the MILF now records 991 applications, while 412 MNLF members and 92 members of the RPM/P-RPA-ABB have applied.

The successful conduct of the Amnesty Caravans highlight the value of not only inter-agency coordination and partnership but also a grassroot level approach in the effective implementation of the national amnesty program.

Noting the nearing conclusion of the amnesty application period, the NAC, its LABs, and together with its partners, remains committed to sustaining outreach initiatives that promote the government’s peace agenda.
