11 August 2026 (Manolo Fortich, Bukidnon) — The Local Amnesty Board of Cagayan de Oro (LAB CDO) awarded a total of seventy-four (74) Safe Conduct Passes (SCPs) issued by the National Amnesty Commission (NAC) to former members of the CPP NPA NDF who filed their applications for amnesty through the assistance of the 1st Special Forces Battalion of the Special Forces Regiment (Airborne) PA.

The Awarding Ceremony was conducted at the Masikhay Hall of the 1SFB PA Headquarters in Barangay Mampayag, Dahilayan, Manolo Fortich, Bukidnon on 11 August 2026 attended by Regional Heads of different line agencies in Region 10, representatives from Del Monte Philippines Inc. as well as officers and uniformed personnel of the 1st Special Forces Battalion.

All SCP recipients who came from the different municipalities in the Province of Bukidnon, received food packages and financial assistance courtesy of the Department of Social Welfare & Development 10 headed by Regional Director Glofelia J. Uayan.

Giving their messages of support and handing over the SCPs to the assembled “Friends Rescued” are LAB CDO Members — DILG 10 Regional Director Bruce A. Colao, 403rd BDE PA Deputy Brigade Commander COL Warren C. Munda who also represented 4th Infantry (Diamond) Division PA Commander MGEN Marion T. Angcao PA together with 1SFB PA Acting Commander LTC Vincent David S. Bonifacio and Dept. of Agriculture 10 Regional Director Jose Apollo Y. Pacamalan.

As more SCPs are being released by the NAC to members of rebel groups who filed their applications for amnesty under Executive Order 47, LAB CDO continues to exert efforts in strengthening coordination mechanisms with law enforcement units to ensure adherence to the terms of Memorandum Circular No. 36 issued by President Ferdinand R. Marcos Jr. to give them freedom of movement and protection from arrest while their applications are still being processed.
