13 March, 2026 (Tagum City, Davao del Norte) – As the deadline for filing amnesty applications for former members of the CPP-NPA-NDF pursuant to Proclamation No. 404 of Executive Order No. 47 approached, LAB Davao graced the ceremonial turnover of amnesty applications in Davao del Norte. The activity was part of the closing program of the five-day amnesty application workshop, spearheaded and organized by the OPAPRU Local Conflict Transformation–Field Implementation Support Unit (LCT-FISU) Mindanao and the Provincial Government of Davao del Norte through its Provincial Social Welfare and Development Office (PSWDO). The closing program was held at the DavNor Gym, Davao del Norte Sports and Tourism Complex, Mankilam, Tagum City, Davao del Norte.

Among the attendees were Friends Rescued from Davao del Norte, as well as officials and representatives from the Provincial Government and PSWDO, OPAPRU LCT-FISU, the 1003rd Brigade, and the 60th Infantry Battalion. The welcome message was delivered by Mr. Bryan T. Miguel, Center Head of Balay Panaghiusa in Davao del Norte. Messages of support and gratitude were given by Mr. Cris Gaerlan (Peace Program Officer III, LAB Davao), Ms. Ida Marie Montero (Kalinaw, SEMR President), Mr. Mart Sambalud (Deputy Head for Plans and Programs, OPAPRU LCT-FISU Mindanao), and Lt. Col. Jesus L. Rosete (Battalion Commander, 60th IB). On behalf of Hon. Edwin I. Jubahib, the closing message was delivered by Provincial Administrator Atty. Ralph P. Dela Cruz.

LAB Davao emphasized that even though the deadline for receiving amnesty applications has passed, the processing of applications will continue. It will efficiently and carefully process all submitted applications, collect additional or lacking documentary requirements, and request Safe Conduct Passes beyond the deadline. Having met the deadline, each application now serves as a promising step toward a brighter lifeβ€”one filled with hope for healing, opportunity, growth, and security. In turn, each application contributes to building a more peaceful Philippines.

LAB Davao also expressed its gratitude for the unwavering support of OPAPRU LCT-FISU Mindanao, the Armed Forces of the Philippines handlers, the Provincial Government and PSWDO of Davao del Norte, and Kalinaw SEMR. Their initiative in conducting the five-day workshops to assist Friends Rescued in filing for amnesty and completing documentary requirements proved highly effective, efficient, and expeditious. They remain valued partners of the National Amnesty Commission in advancing peace.

Much of LAB Davao’s gratitude goes to the Friends Rescued for their decision to return to the fold of the law despite fear and uncertainty, and for placing their trust in the government and the amnesty process. This choice required greater strength than continuing along the path of conflict. While the road to lasting peace and reconciliation may be long and difficult, it offers the opportunity to reunite with families, reintegrate into society, and become part of a productive and dynamic community.

While amnesty is often summarized as β€œforgive and forget,” it goes beyond simply leaving the past behind. The Province of Davao del Norte believes that through amnesty, the past is acknowledged while the future is given the chance to grow in peace.
