24 February 2026 (Arteche, Eastern Samar) β The Local Amnesty Board (LAB) of Catbalogan, Samar, issued 13 Safe Conduct Passes (SCPs) to βFriends Rescuedβ (FRs) who had previously submitted amnesty applications. The distribution ceremony was held at the 801st Maneuver Company of the Regional Mobile Force Battalion (RMFB) headquarters in Brgy. Garden.
The LAB Secretariat was joined by Police Captain Dominique G Ordonio, Office-in-Charge of the 801st Maneuver Company, RMFB; Police Captain Menesis, Deputy Company Commander; and Atty. Pemari Kresta K Mengote from the Public Attorneyβs Office (PAO).
Prior to the distribution, the LAB Secretariat conducted a detailed briefing on SCP guidelines. Following the ceremonial issuance of the passes, the Secretariat provided a comprehensive overview of the government’s amnesty program and the upcoming March 13, 2026, application deadline for former members of the CPP-NPA-NDF.
Subsequently, 24 FRs filed amnesty applications and took their Oath of Allegiance before the PAO lawyer. The application intake was facilitated with the assistance of the Special Project Team (SPT) from the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU).
