10 February, 2026 (Borongan, Eastern Samar) β The Local Amnesty Board (LAB) of Catbalogan, Samar, in partnership with the Eastern Samar Police Provincial Office (ESPPO), conducted an orientation and intake session for 71 βFriends Rescuedβ (FRs) in Barangay Alang-alang.
The activity was attended by Major General Edgardo Y. De Leon (Ret.), Regional Adviser on Peace and Security for Region 8, OPAPRU; Ms. Imelda C. Bonifacio, Program Manager of AMU Eastern Visayas, OPAPRU; Police Captain Dominique G. Ordonio of RMFB 8; 2nd Lt. Stephanie G. Pilapil of the 63rd Infantry Battalion, Philippine Army; Ms. Vivian Alvarez of the 4Ps Party-List; and Police Colonel Ernesto R. Macasil, Provincial Director of ESPPO.
During the program, the Eastern Samar Peace and Development Advocates (ESPADA) was formally established through an oath-taking ceremony led by MGen De Leon. Officials expressed support for the FRsβ decision to return to the fold of the law and encouraged others to avail of the amnesty program before the 13 March 2026 deadline.
The LAB Secretariat explained the amnesty process and coverage, while OPAPRU presented available education, medical, and livelihood assistance. The FRs subsequently took their Oath of Allegiance before lawyers from the Public Attorneyβs Office, who ensured that the oath was clearly understood.
