06 February, 2026 (Dolores, Eastern Samar) – Advancing the momentum of the peace process, the Local Amnesty Board (LAB) of Catbalogan, Samar, issued 10 Safe Conduct Passes (SCPs) to β€œfriends rescued” (FRs) who had previously submitted amnesty application. The distribution ceremony was held at the 52nd Infantry “Agila” Battalion headquarters in Brgy Gap-ang.

The event was attended by key stakeholders, including Brigadier General Arlino L Sendaydiego, Commander of the 801st Infantry Brigade; Police Major Eumorpho C Batlangao, Chief of Police of the Dolores Municipal Police Station; PCMS Emerson N Balquin (Can-avid MPS); PEMS Robert L Lomuntad of (Oras MPS); and Lieutenant Colonel Sandy U Sereňo., Commanding Officer of the 52nd Infantry Battalion.

In his opening remarks, LTC Sereňo reiterated the government’s unwavering commitment to supporting FRs in their transition to civilian life. This was followed by a comprehensive briefing from the LAB Secretariat regarding the specific guidelines, privileges, and responsibilities associated with the SCP.

In his closing address, BGen Sendaydiego emphasized the importance of mutual effort in the reconciliation process. β€œIt takes two to tango; it is not just about receiving from the government. We need your sincerity in returning to the fold of the law,” he stated. “We do not treat you as enemies, as many of you were simply victims. Life is better when we are free.”

Following the formal ceremony, an orientation was conducted for thirty-seven (37) new FRs, all of whom subsequently decided to file their amnesty applications. The applicants took their Oath of Allegiance before Atty. Elmer W. Baldado, Atty. Elver P. Lim, Atty. Harold B. Lacaba, and Atty. Antonia Moscosa from the Public Attorney’s Office (PAO). The application intake was facilitated with the assistance of the Special Project Team (SPT) from the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU).
