26 January, 2026 (Calbiga, Samar) – In a steadfast commitment to national reconciliation, the Local Amnesty Board (LAB) of Catbalogan, Samar, issued 11 Safe Conduct Passes (SCPs) to β€œfriends rescued” (FRs) who had previously submitted amnesty applications. The distribution ceremony was held at the 46th Infantry “Peacemakers” Battalion headquarters in Brgy. Literon, led by Lieutenant Colonel Marvin Inocencio.

During the ceremony, PLTCOL Norwyn E. Valenzuela, Deputy Chief of Police of MPS Calbiga, encouraged the recipients, stating, β€œYou can be part of change and promote peace; change is never too late.” He expressed gratitude to the FRs for voluntarily surrendering and contributing to the peace process. Eva Ranas, the Municipal Social Welfare and Development Officer (MSWDO) of Calbiga, urged the group to trust in the community’s progress, adding, β€œWe can be an inspiration. Please suggest programs so we can better assist you.” LTC Inocencio further affirmed the Army’s unwavering commitment to supporting the FRs in their transition.

Following the ceremony, two additional individuals formally filed their amnesty applications, taking their Oath of Allegiance before Atty. Jose Van P. Tan of the Public Attorney’s Office (PAO). The event concluded with a “boodle fight,” a traditional military style of eating that symbolized the camaraderie and teamwork between the AFP, PNP, local government units, and the National Amnesty Commission.
