21–23 January, 2026 (Masbate) β€” The Local Amnesty Board (LAB) Albay–Bicol successfully conducted a three-day series of amnesty intake and orientation activities across Masbate Province, reaffirming its commitment to peace, reconciliation, and social reintegration under the National Amnesty Commission’s (NAC) β€œ10,000 Second Chances” campaign.

The operations commenced on 21 January 2026 at Barangay Campana, Uson, Masbate, in coordination with the 2nd Infantry β€œSecond to None” Battalion led by Lieutenant Colonel Lazardo D. Quigao Jr., INF (GSC), PA, and the 9th Civil Military Operations β€œKaagapay” Battalion under Lieutenant Colonel Emerson Ian Borja. The Public Attorney’s Office (PAO) Masbate, represented by Atty. Roy Labao Reyes, District Head of PAO Dimasalang, facilitated the subscription and notarization of documents. A total of 49 amnesty applications were received during the activity.

On 22 January 2026, LAB Albay continued its amnesty intake operations at the Police Provincial Office, Camp Serrano, Barangay Ibingay, Masbate City, in coordination with the 1st Provincial Mobile Force Company (1PMFC) led by PMaj Reynante Nada Arambuyong, Force Commander. The subscription of documents was administered by PAO Masbate District, represented by Atty. Myra M. Manlangit. The second day of operations yielded 24 additional amnesty applications.

The three-day activities concluded on 23 January 2026 with an Amnesty Orientation conducted at the Masbate City Jail for 13 Persons Deprived of Liberty (PDLs) identified as former members of the CPP-NPA-NDF. Following the orientation, two (2) PDLs formally submitted their amnesty applications.

In total, the three-day activities resulted in 75 new amnesty applications, bringing the cumulative number of applicants in the Bicol Region to 505.

These efforts significantly contribute to NAC’s β€œ10,000 Second Chances” campaign and underscore the government’s continuing commitment to sustained peace, reconciliation, and the successful reintegration of former rebels into society.
