19 June 2025 (Davao City) – The Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) convened a high-level dialogue titled โ€œDialogue of Peopleโ€™s Organization Officers with Secretary Carlito G. Galvez Jr.โ€ on June 19, 2025, at Camp General Manuel T. Yan Sr. in Barangay Tuboran, Mawab, Davao de Oro.

A key highlight of the event was the Ceremonial Issuance of Safe Conduct Passes (SCPs) to former rebels, led by the Local Amnesty Board (LAB) – Davao under the leadership of LAB Chairperson, Regional Prosecutor Janet Fabrero. The SCPs, issued in accordance with Memorandum Order No. 36 and Proclamation Nos. 403, 404, 405, and 406, all series of 2023, provide legal protection to recipients against arrest or prosecution while their applications for amnesty are being processed.

Four former members of the CPP-NPA-NDF, who applied for amnesty through LAB-Davao, were granted their respective Safe Conduct Passes during the ceremony. Each recipient was briefed on the terms and conditions attached to the privilege.

In his address, Secretary Carlito G. Galvez Jr. reaffirmed the Marcos administrationโ€™s commitment to peacebuilding, extending a symbolic invitation for former combatants to โ€œend the armed struggleโ€ and reintegrate into society. Following his remarks, Secretary Galvez engaged in an open forum with former rebels where participants raised concerns about livelihood support, reintegration pathways, and sustaining communal healing.

The National Amnesty Commission – Local Amnesty Board Davao remains steadfast in its mandate in receiving and processing amnesty applications, issuance of safe conduct passes, and facilitating the grant of Amnesty alongside reintegration and rehabilitation in ensuring these commitments translate into meaningful outcomes for our applicants.
