13 January 2026 (Catarman, Northern Samar) – The Local Amnesty Board (LAB) of Catbalogan, Samar, conducted a comprehensive orientation on the National Amnesty Program for personnel at the Catarman District Jail in Brgy. Acacia. The session was led by Acting Jail Warden Senior Jail Officer IV Joey G. Abia.

As the 13 March 2026 application deadline for former members of the CPP-NPA-NDF approaches, the program aims to provide a second chance to those β€œcharged, detained or convicted of common crimes but who can establish by substantial evidence that they have actually committed said crimes in pursuit of political beliefs”.

To facilitate this, the National Amnesty Commission (NAC) and the Bureau of Jail Management and Penology (BJMP) have forged a strategic partnership. This collaboration ensures that jail personnel are adequately trained to assist eligible Persons Deprived of Liberty (PDLs) in processing their amnesty applications, supporting their reintegration into mainstream society.
